Yes it is true but its better if you get without using action replay cause you got it yourself i hoped i helped!
yes its true. u can get EVERYTHING with action replay. u can get all pokemon , balls , tickets shiny pokemon stuff like dat. but its not good cuz it screws up ur game

I've learned not to trust Action Replay cheating devices and the like. I had a blue version that I was using one on, to get a Mew. It totally screwed up my game and I was never able to play it again. All of the shiny Pokemon I have I found on my own, but for the sake of your insanity DO NOT GO SHINY POKEMON HUNTING. It's basically a waste of time. I found my shiny Crobat while in the tower where you find Rayquaza, and my shiny Gloom while training in the grass. It's completely random, and I was extremely lucky. But as far as cheating devices go, never again for me.
Yes you can but I wouldn't recommend doing it because sometimes the game will mess up. It happened to me before.
