Is it true that if my computer isnt using much of the memory, that memory is being 'wasted'?

Say if I had 2 G of RAM and my computer is only using 700M of it when doing a particular task, is the memory that is not in use being wasted?

I heard this somewhere and I was just wondering? Is it true that if my computer isnt using much of the memory, that memory is being 'wasted'?
What do you mean by wasted?

If your computer is using 100% of its ram, you're probably really slow.

If you never do anything at all, then you need very little memory. Of course, you could never change your mind and actually use the computer.
