Is this true or false? A vector carrying the lacZ gene would be used to obtain a DNA library?

The vector would be useful because your library inserts would disrupt the lacZ gene. You know the transformed E. coli have the plasmid because they won't be able to grow in the presence of the antibiotic without it. However, if you don't have some other selection (blue/white in this case, mediated by lacZ) then you have no idea if the ligation of your vector and inserts worked or not.Is this true or false? Could be. The lacZ gene codes for beta-galactosidase. Bacteria which have this gene will turn blue if given the right galactose derivative (I've forgotten the name) and thus these bacteria would have the vector.
